General

What is included in my assessment?

Your quarterly assessment covers numerous items for the Association, including contracted services such as gate access, landscaping, lake maintenance, and management. In addition to contracted services, the assessment covers necessary expenses to preserve the association such as insurance, maintenance & repairs of common areas, irrigation, and maintaining amenities. 

Do I get a free golf membership by being a member?

No, the Kelly Plantation Golf Course is not owned by the Association and is a private entity. See the Golf Club page for more information about the golf course and memberships.

Does Kelly have 24/7 security?

The main south entrance gate on Commons Drive is staffed 24/7 by a third-party licensed Security company. The East Gate is staffed Monday-Saturday until 5:30 PM. There are some perimeter fences, but those are not continuous throughout the property. Always call 911 in cases of emergency; our guard gate attendents are unable to respond to individual owner calls.

Governance

Who’s in charge of the Association?

The Association is governed by a seven member Board of Directors, who are elected by the membership. Board members serve two-year terms, and are staggered (four and three) so as to maintain continuity. The Board meets regularly, about every six weeks, to discuss Association business; multiple committees are appointed to handle specific issues in depth and work collaboratively with vendors and management to achieve the Association’s goals.

What rules and regulations are in place?

The Association has several rules in place to ensure the peaceful enjoyment of the property, including but not limited to amenity usage, architectural control, parking, pets, trash cans, etc. For more specifics, please see the DOCUMENTS page, or if you have questions, contact the Association Manager.

Amenities

What amenities are offered?

Kelly Plantation has several amenities for homeowners and residents use including our Owners’ Club for meetings and events, a brand new fitness facility including state of the art exercise machines, and a multi-purpose fitness studio. Outdoor facilities include a 75,000-gallon community pool, clay and asphalt tennis courts, pickleball, basketball, and a sand volleyball court. In addition to the outdoor activities, there are several boardwalks, nature trails, playgrounds, fishing areas, and bayou accesses.

Is there a fee for reserving the Owners' Club?

No, the Club House is free for Owners to reserve their private events. A damage deposit is required in advance of the event.

When is the pool open?

The pool is open daily from dawn to dusk all-year, but is not heated.

Can I reserve the pool for my event?

No,  the pool may be utilized for private events but it cannot be reserved exclusively for any event. Should other owners desire to use the pool during your event, they cannot be turned away.

What are the hours of the fitness center?

The fitness center is always available for owners and residents. After-hours access (8 pm – 6 am) can be gained through a PIN code or a Fob. Owners may get either through the Management Office.

Financials

What are the assessments and when are they due?

Kelly Plantation’s dues are assessed quarterly and are due on the first day of the first month of each quarter (January, April, July, October)

Does everybody pay the same amount?

All owners pay the same amount for the master assessment. However, certain neighborhoods in Kelly Plantation receive additional services and are assessed an additional amount to pay for those services. Those neighborhoods include The Brownstones, Carriage Place, and Waterford. Residents at One Water Place Condominium are assessed the master assessment for Kelly Plantation and have a separate assessment for the condominium.

 

Real Estate

What are the fees associated with purchasing in Kelly Plantation?

The Association levies a Capital Contribution fee of one-sixth of the annual assessment for a change in ownership – that fee for 2021 is $507. There is also a transfer fee of $125 and an estoppel fee of $250. All fees are payable to Kelly Plantation Owners Association.

Are short term leases/vacation rentals permitted?

No short term leases nor vacation rentals are permitted in Kelly Plantation. Long term leases of no less than 12 months are permitted.

How are houses advertised for sale in Kelly?

Homes are listed as “Available”; signage for an available home is restricted to a standardized sign. Guidelines for the signage, as well as for Open Houses may be found here.
